Do as we say, not as we do: I’m sure you’ll be relieved to know that, as of today, the Canadian Human Rights Commission has an official policy on drug testing in the workplace. I haven’t had a chance to read it--nor, for that matter, do I really care to. What’s key here is to know that the CHRC is a lot like an oil slick, or a load of gelatinous ooze: if you don’t take steps to contain it, it will spread into every nook and cranny and bollocks up the entire works.
For those who are also disinclined to plow though the thing, I’ve skeddadled to the end (my bolds):
Conclusion
In addition to alcohol and drug use, there are many other factors—such as fatigue, stress, anxiety and personal problems—that lead to employee impairment and jeopardize workplace safety. The Commission encourages employers to adopt programs and policies that focus on identifying impairment and safety risks, and that are remedial, not punitive. An employer should consider adopting comprehensive workplace health policies that may include employee assistance programs, drug education and health promotion programs, off-site counselling and referral services, and peer or supervisor monitoring.
Remedial, not punitive, eh? That’s rich coming from Inquisitors whose M.O. is quintessentially punitive (the possibility of years of hounding, possibly followed by “adjudication” before a Star Chamber).
The CHRC telling others to eschew the punitive is like Colonel Sanders telling people to skip the fried chicken.

So you want to be punitive toward a dying government burearacy's desire for relevance, to find work to do......to survive?

I hope you realize you are violating human's rights by causing increased fatigue, stress, anxiety and personal problems of  employees you no longer need, impairing and jeopardizing their job security and adding to drug and alcohol abuse.  The Commission is pleading with you to adopt an addittude remedial, not punitive, in nature.
